Motion: Commissioner Hughes made a motion to close the public hearing of PUBLIC HEARING APPLICATION NO. 1723-10-Z: Lucas Kyriakos Seeking a Special Permit in accordance with Section 5.2.F.2 of the Wethersfield Zoning Regulations to renew the previously approved outdoor dining at 222 Main Street (Lucky Lou's). Second: Clerk Roberts seconded the motion. Aye: Harley, Hammer, Roberts, Munroe, Oickle, Hughes, Margiotta, Dean, Fazzina; Nay: None Vote: 9 – 0. Motion: Vice Chairman Hammer made a motion to approve, with conditions, PUBLIC HEARING APPLICATION NO. 1723-10-Z: Lucas Kyriakos Seeking a Special Permit in accordance with Section 5.2.F.2 of the Wethersfield Zoning Regulations to renew the previously approved outdoor dining at 222 Main Street (Lucky Lou's). Motion: Clerk Roberts made a motion to close the public hearing of PUBLIC HEARING APPLICATION NO. 1751-12-Z: Blue Rhino Seeking a Special Permit for the installation of a portable aboveground propane dispensing station at 1100 Silas Deane Highway (Walgreen’s). Second: Commissioner Hughes seconded the motion. Aye: Harley, Hammer, Roberts, Munroe, Oickle, Hughes, Margiotta, Dean, Fazzina; Nay: None Vote: 9 – 0. Motion: Clerk Roberts made a motion to approve, with modifications, PUBLIC HEARING APPLICATION NO. 1751-12-Z: Blue Rhino Seeking a Special Permit for the installation of a portable aboveground propane dispensing station at 1100 Silas Deane Highway (Walgreen’s). Motion: Commissioner Hughes made a motion to close the public hearing of PUBLIC HEARING APPLICATION NO. 1750-11-Z: Gary Catania Seeking a Special Permit in accordance with Section 3.5.2 of the Wethersfield Zoning Regulations to operate a home occupation (Gary’s Fitness) at 44 Victory Lane. Second: Commissioner Oickle seconded the motion. Aye: Harley, Hammer, Roberts, Munroe, Oickle, Hughes, Margiotta, Dean, Fazzina; Nay: None Vote: 9 – 0. Motion: Commissioner Oickle made a motion to approve, with conditions, PUBLIC HEARING APPLICATION NO. 1750-11-Z: Gary Catania Seeking a Special Permit in accordance with Section 3.5.2 of the Wethersfield Zoning Regulations to operate a home occupation (Gary’s Fitness) at 44 Victory Lane. Second: Commissioner Fazzina seconded the motion. Aye: Harley, Hammer, Roberts, Munroe, Oickle, Homicki, Hughes, Margiotta, Edwards, Dean, Fazzina; Nay: None Vote: 8 – 0. This Application is approved with conditions.
5th Motion
Motion: 
Pre-Application Review – Parcel Map 280, Lot 4, west side of Elm Street – DiCioccio Bros. Inc. [**Clerk Roberts recused himself from this matter.**] Michael Romano, Esq., Rocky Hill, CT, Counsel of DiCioccio Bros., and Jack Guilmartin of JL Surveying, appeared before the Commission to discuss the possibility of pursuing an Application with a proposed text amendment to the AG Zone regulations in lieu of pursuing an Appeal of a recent Zoning Board of Appeals decision regarding the site referred to above.
6th Motion
Motion: 
Wethersfield Subdivision Regulations – Status Report. Mr. Gillespie indicated that changes were made to the revisions pursuant to Commission and Town Staff commentary, and the Town Attorney is reviewing the revisions. Mr. Gillespie also indicated that a meeting with PZC representatives should be planned sometime this month in anticipation of a formal meeting to be held for this matter in April 2012.

Motion: 
MINUTES – January 18, 2012 meeting minutes. There were no corrections made to the Minutes from the meeting held on January 18, 2012. Motion: Commissioner Oickle motioned to approve the minutes, as submitted. Second: Vice Chairman Hammer seconded the motion. Aye: Harley, Hammer, Roberts, Oickle, Hughes, Margiotta, Dean; Nay: None; Vote: 7 – 0; Commissioner Monroe and Commissioner Fazzina did not participate in the vote, as they were not present for the Planning & Zoning Commission Meeting of January 18, 2012.
8th Motion
Motion: 
STAFF REPORTS: Mr. Gillespie discussed with the Commissioners a request to park an additional box-style truck at the site pertaining to APPLICATION NO. 1734-11-Z. Said Application was approved, as stipulated, during the Tuesday, April 19, 2011 Meeting of the Wethersfield Planning & Zoning Commission. The Commissioners agreed that the request can be handled administratively, and Mr. Gillespie will proceed with the matter accordingly. PUBLIC COMMENTS ON GENERAL MATTERS OF PLANNING AND ZONING: There were no public comments made at this meeting relative to general matters of planning and zoning. CORRESPONDENCE: 1) An invitation to attend the 64th Annual Conference Thursday, March 15, 2012 at the Aqua Turf Country Club, Plantsville, CT. 2) City of Hartford Zoning Regulation Text Amendment regarding changeable electronic outdoor advertising signs. PENDING APPLICATIONS TO BE HEARD AT FUTURE MEETINGS: At the time of this meeting, there were no pending applications to be heard at future meetings.
